Good Morning James. You bring up a very similar situation in many golf courses. Can you get a guy out there early in the morning to drag the fairways? Here are a couple options to get you thinking.....
1. Two guys with an old 100' hose tied to a utility cart.
- They swoop up and down the fairway rotating around each other as the come to the end. The first time will be a learning curve. Once they get the hang of it the process will hones in on the time to completion. Tends to be the fastest cheap option. We used this method to knock down dew to aid in dollar spot control.
2. 1 Guy with a utility cart

There are other options out there for sure. This may not get the desired results you are looking for but this should get your wheels turning.
