I believe only GCSAA members who are tied to the course can access that course's BMP. If you want to give your owner access to the portal, I believe you just need to let them use your login information. I helped write the Vermont BMP and have created a facility one for my former golf course. If my memory serves me, I think I was told this when I was looking to help someone else with their BMP.
For example, I created a BMP for the course I just left. Once I let GCSAA know that I am no longer working there, I won't have access to that BMP any more. My assistant could have logged in and made some changes to the BMP because his GCSAA account was tied to the club, like mine. If he was to leave, then he would not have had access to it. (He replaced me, so he will be able to edit it, whereas I will not be able to going forward.)
When I created my facility BMP, I asked someone from GCSAA how I could do the same for others and the answer was that I needed to get their GCSAA login information, so I could log in as them and make the changes to their club's BMP.
